In 1984, while serving as a law clerk to Judge Thomas M. Reavley of the U.S. Court of Appeals for the Fifth Circuit, Bryan Garner began a quest to answer this question: How can a writer most sensibly state a legal problem? And after much research and working through hundreds of briefs and motions, Mr. Garner developed the Deep Issue, which is sensibly the most effective presentation of an argument’s key points in a concise and understandable manner.
